AES is a significant global IPP based in Arlington Virginia with some 25,000 employees worldwide. It owns and operates 128 power stations in 30 countries internationally. AES Climate Solutions had 200 employees globally and was established in 2006 to source, initiate, develop and operate CDM projects and CER offsets to mitigate the carbon effects of the existing AES 40,000 MW power station platform. Ian initially consulted to AES Arlington on LFG, CMM and CBM in late 2007 and was asked to establish the Climate Solutions Business Development Group in Beijing in January 2008. This was successful and AES China had a four person CDM team working alongside an existing 50 person legal, regulatory, business development, purchasing, construction and operations teams in Beijing. Progress was slow but significant and AES had many CDM projects under development including a number that have achieved investment support in the Coal Mine Methane Sector Ventilation Air Methane destruction (VAM). One project was registered , constructed & commissioned in Chongqing in 2011 and three others were expected to start construction in 2012. The major deliverable in China was to establish a successful operating VAM & CDM business unit including wind & hydro generation which produced significant CER / ERPA quantities which was successfully achieved.
